Where is Step 2 of Checkout

When I place a (fake) order, I move from Step 1 to Step 3 of the check out process. There seems to be no step 2. Any ideas?

If you only have 1 shipping option, the system will skip the shipping selection page. (Why ask them to choose from 1 option ).

You can turn this behavior off from the store options page.
