Is there a way to set different minimum order amounts? For example:
$100 minimum order for all domestic orders
$500 minimum order for all international orders
Can you set up different payment options with the same payment service and include/exclude the appropriate countries? Or will this not work? Is there an easier way?
You can only setup minimum orders for each customer group. So you could do it by setting up international and domestic customer groups. However there is no way to limit who can sign up for what group so you would have to rely on your customers to sign up for the right group or manually approve customers as they sign up.

You can also exclude countries allowed for each payment type but you have to add each country to the exclude list one by one.
