Multiple shipping locations

Many stores use drop-shippers which leads to multiple shipping locations. There should be functionality within 3dcart to calculate shipping prices based off of multiple shipping locations.

In the shipping setup dialog, you should be able to submit multiple zip codes, and in each product, there should a checkbox available next to each possible zip code to indicate whether the item can come from that location. If multiple boxes are checked, the shipping calculator should check the price from each location and give the lower of the two values when shipping is calculated. If two items ship from multiple locations, shipping should be applied as the sum of the shipping for the two items rather than the shipping rate for the sum of the weights.
