We offer free shipping on select items but if someone lets say adds a free shipping item in their cart but then also adds a $5 accessory cable free shipping goes away.

To try to fix this we setup a free shipping option on orders over $250 so if the order is $250 and they add accessories it will show the free shipping option and this works ok.

The problem is if someone orders something for $250 and does not add any accessories I get 2 FREE Shipping Options appear (1 The FREE Shipping on the item and the FREE Shipping on orders $250 or more) I get customers confused by this and get abandoned carts and calls asking the difference between the two free options.

Can I set a limit of $249.99 on the regular free shipping option? I don't even see the regular free shipping settings under the shipping options?
