    You might also want to check your pages in the Site Content thats where [CONTENT] gets its content from.

    thankyou.html is the correct template file that controls the look of that page, but the actual message displayed is taken from a system variable. I believe in that page it is [CONTENT].

    It may be in the "system messages" or "store languages" section of Settings->Design in the backend. If its not you can just edit the thankyou.html and remove [CONTENT] and replace it with the message you want.

    So, the text for "Account approval may be subject to revision, etc. must be somewhere else". This is for last page of customer registration (not order).

    I should have been more clear. It is not the email that is sent to the customer.
    I'm referring to the statement that is shown on the confirmation page after the customer registers. The default statement says:

    Thank you for registering with us. Click here to access your account.

    Account approval may be subject to revision. We'll notify you once your a you have any questions.

    ****
    To top it off, the last sentence has typo errors in it.
